The major reason why it was scrapped was due to some height restrictions/limitations (the site is close to the airport and the height of the structures within the area are regulated by CAAP). Secondly, there are no investors who'll push the construction of the tower.

Wiki says Universal Studios is opening in 2020 at Pagcor, but they probably didn’t start it yet.

Hi! I’m researching about the whole Pagcor Entertainment City Project and I was bumped into this site. As of now, Pagcor Tower is at a proposal stage again ( visit the Wikipedia Article of Pagcor Tower Page for source). Remember, the project was scrapped because it subject for being too high or too close at the airport.

ang alam ko hindi pwede itayo ang pagcor tower dahil sobrang taas nya delikado ito para sa mga eroplano na magte- take off at magla landing sa NAIA. masyado daw malapit sa airport pwede sa ibang lugar…..well yun ang nabasa ko sa balita.

I believe, Belle has two resorts, one is under construction (but is not indicated because I couldn't find any source while the other is under proposal). Also, as stated, Solaire Manila is under construction.

In reply to wilcyn. That will depend on your country of origin. But in reference to the Philippines, Hongkong is closer. Also, going to Tokyo requires a pesky visa application unlike HongKong which can give you a tourist pass upon arrival.

Belle Grande of SM/Belle is already underconstruction and will be completed either this year or in 2013. Manila Bay Resorts of Universal Entertainment already broke ground and will start construction this year. Manila Eye was supposed to be part of Manila Bay Resorts but was scrapped or put on hold
